This project is part of a series of studies commissioned by the Taiwan Ministry of Education to explore the next round of curriculum reform; the current study focuses on possible improvements on implementation and dissemination of new curriculum. The research team reviewed and discussed various government and research documents that included: implementation directives in previous curriculum guidelines in Taiwan; research reports that analyzed the Nine Year Curriculum; curriculum documents from other countries; and research reports on implementation of curriculum reform from other countries. Focus group discussions were conducted to consider views from school administrators, schoolteachers, and professors of education and subject areas. Finally, the team visited various departments of education in Taiwan to acquire their views and experience on implementation. Based on the discussions and interviews, the team conducted a SWOT analysis of the current implementation measures, developed principles for new implementation directives, drafted a mock up of implementation directives for the next curriculum implementation, and suggested a Resource Support and Evaluation System (RSES) to assist the next implementation initiative.
