The purpose of the “Implementation and Dissemination” part of the curriculum is to make the educational reform process smoother, to make the outcomes firmer, and to achieve the ideals of the reforms. In the process of implementing reforms, instructional materials play a key role, because a good editorial, publishing, and review system would help teachers achieve concrete educational outcomes in the classroom. The current research explores the interplay between the editorial decision-making process and the principles of the government review system for textbooks. Based on reviews of relevant literature, discussions, and panel meetings, the author presents suggestions for improvements in the system, and a draft of the line items relating to the rules for textbook writing and review that might be included in future curriculum guidelines.
