12-Year Compulsory Education has been implemented in Taiwan in 2019. In order to prepare the next generation of curriculum development, evaluating the effectiveness of the new curriculum guidelines is required. A 6-year and 5-months quasi-experimental longitudinal design is proposed. One representative sample of Grade 1-9 Curriculum Guidelines and the other representative sample of Grade 1-12 Curriculum Guidelines would be selected from the 4th grade students in 2021 and 2022. Large-scale assessment will be administered when the two groups of students are grade 4, 5, and 6. Sampling and plausible values estimation would be conducted by project E1-03 and E1-02. The research instruments include a Mandarin Reading Literacy Test developed based on the content of new curriculum guidelines. A total of 70 testlets with 490 items would be developed. At the end of this study, the learning style and the growth of the learning performance of the two groups of elementary school students will be observed and discussed.
