To respond the issues of changing society and globalization, the development of 12-Year Basic Curriculum guideline was launched by Ministry of Education in 2011. The construction and promotion of curriculum guideline was supported by the mechanisms of “development of curriculum guideline”, “deliberation of curriculum guideline” and “practice of curriculum guideline”. The mechanism of “development of curriculum guideline” was running by the National Academy of Educational Research (NAER), who authored the drafts of the general guideline and guidelines of each domain and subject. In this study, a review of systematic problems occurred during the development of curriculum guideline would be initiated to ensure the smoothly operation of the organization in the next curriculum reform. The duration of the study is 2 year and 5 months. In the first year, the process of writing the draft of single subject curriculum guidelines such as Mandarin and Mathematics would be deeply analyzed to clarify and define the problems of mechanism; later in the next one and half year, the issues of combining the curriculum requirements of different educational stages in one curriculum guideline would be discussed to produce problem-solving strategies for the renew of curriculum guideline in few years.
