The purpose of this study is to construct the specific content of key competences for pre-secondary education and indicators for 8 learning domains. Under K-12 education context, we focus on the knowledge, abilities, affection, and attitudes with which students of this stage should be equipped. We transform the curriculum goals of key competences, looking forward to carrying out them through the practice of curriculum planning, implementation, and evaluation. The main purposes of this study are as follows: 1. examine the basic ideals of curriculum of pre-secondary education; 2. construct the specific contents of key competences for pre-secondary education; and 3. develop the principles of curriculum design of key competences for pre-secondary education. 4. deliberate the essential principle of curriculum implementation and learning assessment of key competences for pre-secondary education. To achieve the research purposes mentioned above, we adopt several methods, such as document analysis, focus group interview, Delphi questionnaire, and professional consultation with subject specialists. We make conclusions in accordance with research purposes and suggestions for future study.
