The purposes of this study are to investigate the integrated program for physical education teacher training, teacher certification examinations and teacher recruitment assessments for the implementation of the 12-year basic education curriculum guideline implemented in 2018. The research methods employed includes literature reviews, questionnaire surveys and focus groups to ensure the data collected from a wide range of different sources.
The results show that: 1. For the current stage, it is difficult to train junior and senior high school teachers together. However, it is possible to add the specialty subjects to their teacher certifications. 2. Teachers can take both major and minor subjects or encourage physical education students to take the special education curriculum. 3. Physical education teachersshould match the new curriculum that emphasizes the literacyoriented curriculum and teaching, and view it as a joint collaboration. 4. The score differences between physical education students and overall students in teacher certification tests is 30%. 5. The largest score differences between physical education students and overall students in teacher certification tests is math and Mandarin. 6. To better fit the specific needs, the content of teacher certification tests can be modified. 7. The weighting for teacher recruitment and assessment can be modified to possibly consider teaching portfolio and teaching years. However, the issue of including the teacher certification scores into the recruitment scores is controversial. 8. Written testing can screen applicants within a short time, but it is better to include more situational questions and gender differences need to be considered in technical tests.
The suggestions for this study are as follows:
For Teacher Training and Art Education Administration, Ministry of Education 1. Certify the field of expertise or subject specialties?2. Adjust the testing time and qualified standards for teacher certification testing. 3. Adjust the subject content in teacher certification testing. 4. Add the physical education qualification in the license for elementary school teachers.
For Sports Administration, Ministry of Education 1. Certify technical skills for physical education teachers. 2. With the new curriculum implementation, strengthen the literacy-related training in physical education.
For teacher training college in physical education 1. More literacy-oriented curriculum should be planned. 2. Encourage students to take the special education curriculum 3. Train current school teachers in physical education specialties.
For the Education Bureau in all counties and schools 1. There should be some criteria for physical education teachers in elementary schools, and recruitment should consider different subjects. 2. There should be various recruitment subjects. 3. The order and content of written testing, technical testing and oral exams can be modified.
It is hoped that the spirit for the 12-year curriculum guideline could be implemented as a result of this study. The policies for increasing the physical education teaching quality, developing more professionally skilled physical education teachers, increasing the passing rate for teacher certification and recruitment rate can be proposed.
