The study is to compare various regional organizations, in the light of forming, operating, and the related effects on higher education. After joining with China, Japan. Korea, the Association of South East Asian Nations (ASEAN) has turned into ASEAN+3 and become the multiple influential body of the world since 2009. By following this, the development of higher education has been thought as an important dimension for its close relation with human resource. Therefore, the study will compare the main regional organizations of the world, European Union(EU), North American Free Trade Agreement( NAFTA), Free Trade Area of Americas(FTAA), and the ASEAN+3 from their forming to the regulations on higher education. Though above regional cooperation intend to focus on economics and trade, it goes without saying the training of human resource has become the main issue of the related talks, especially the development of higher education. Take ASEAN for example, it was established in 1967 and till 2005 took an advice from Malaysia to form a concrete economic body as EU. If ASEAN+3 operates, it may change the power distribution of the world. The recent half of century, the impact of economical globalization has change the characters of the state with the inter discourses of globalization, regionalism, localization. Many studies show it affects the educational system with human recourse mobility, finance, and educational equity. Educational system now is facing a new change with race, gender, disadvantage areas, class problems. Under such circumstance, the study will adopt a comparative approach to explore the real facet from the dialect of globalization and regionalism and the possible trends for higher education.
