This research focused on school attendance policy and educational disadvantages of the elementary and secondary education in offshore islands of Taiwan. Qualitative approach was adopted in this study through the application of purposive sampling, semi-structured interviews, focus group, documentary research and questionnaire survey method. The purposes of this study are,
1. To analysis the implementation situations of school attendance policy in Taiwanese offshore islands;?
2. To discuss the educational disadvantages of school attendance policy in Taiwanese offshore islands;?
3. To provide suggestions for improving educational development in Taiwanese offshore islands.
