The technology revolution is shaking the basis of the educational system. We are facing an era where the digital world became a natural learning space for the digital natives. It is clear that using electronic learning resources to enhance interactive and individually-paced learning has become a global trend. Therefore, it is urgent that Taiwan government and education system to develop and design e-textbooks that meet students’ needs.?
However, digital textbook design and development in Taiwan are still in the early stages. We are still in the process of constructing digital learning environment. Besides, both the mechanism of textbook review and approval, and the specification of devices in school are pending. Research into the intellectual property rights of digital textbooks is divergent. A lot of thought and reflection is still needed regarding curriculum implementation.
From the aspect of parents and students accessing, construction of digital textbooks platforms and learning resource utilization management are absolutely needed. It is also important that teachers acquire the digital competences needed in 21st century knowledge work and are prepared to fruitfully work with their digital native learners.
Hence, the aim of this research is to address government educational policy, intellectual property rights, digital literacy of instructors, online platform and the digital textbooks’ topical unit design through an extensive discussion. Much emphasis is on challenges associated with digital textbooks in the pursuit of replacing traditional textbooks with digital textbooks. This research has contributed to pioneering work in the field of digital textbook policy in Taiwan’s education.
