社會領綱的研修，除所選取的內容及呈現方式受到關注，也常引發各界對於課綱研修機制的重新檢視。此波社會領綱研修除遵循所有領綱共有的研修規範，也嘗試新的研修模式，讓普技綜三類型高中課綱歸由同一研修團隊進行研修，為未來技綜高課綱納入國教院研修提供試行經驗回饋。再者，領綱草案送交教育部課審會審議前，需經過意見蒐集、公共討論與專業審查等程序。社會領綱研修小組有鑑於社會的關注及立法院相關決議，舉辦相當多場次的諮詢會議與公聽會。然而，此一機制除回應《高級中等教育法》關於課綱研修應符合「公開透明」之原則外，在整體課綱研修過程中所發揮的實際功能為何？本研究基於上述的認識，將整個研修流程以「研修小組」為核心，分為「內部組成與運作」與「外部連結機制」、「課發與課審機制」三個部分。本研究計畫預定以兩年期來完成整個計畫，在第一年度主要針對研修小組「內部組成與運作」及關注課題在內部機制是如何被處理的進行討論與分析，並提出未來以領域架構進行不同教育階段、普、技、綜三類型高中課綱共同研修之建議。第二年度則著重「外部連結機制」與「課發與課審機制」的討論，並對整個課綱研修研機提出建議。第二年度的計畫將於第一年度計畫通過並執行後，另行提出。

　　The revision of Social Curriculum Guide brings not only the concern of content but the concern of curriculum development mechanism. Social Studies Curriculum for 12-year Basic Education Development followed the common mechanism of other curriculum development, but also groundbreaking. Because of anti-curriculum social movement, the team of Social Studies Curriculum Guide was reorganized in 2016. Three types of high school’s Social Studies Curriculum Guide were revised by the new team. And the team held 22 public hearings in accordance with the resolution of the Legislative Yuan. This project will review the mechanism of Social Studies Curriculum for 12-year Basic Education Development, analyze whether each process can achieve its target, and make suggestions for improvement.
