Since Vietnam started innovation policy, the centrally planned economic mechanism transferred to the socialist-oriented market economic mechanism. In order to train more skilled workers for the economic market, the state developed her technical and vocational education system at large. But due to many obstacle problems, the technical and vocational education quality had not reached what the state required.
Taiwan Ministry of Education implemented from 2011 to 2014 the “output higher education-- broadly enrolled from foreign students program”. All higher education institutions were permitted to set up a campus or a specialized class in overseas. It hoped to let Taiwan become the important place of fostering high-level talented person for the Southeast Asian nations.
This paper was to investigate the technical and vocational education system in Vietnam, and also made a review for the policy of Taiwan at expanding higher education in Vietnam.
