The purpose of this study was to investigate the required knowledge and skills for the local educational administrators, and based on which to establish their behavioral codes, thus to invent curriculum for their professional development, and further to design their professional certificate mechanism. Utilizing the methodology of literature review and focus group interview, this study engaged in a series of related data analysis, and came up with three research findings as follows. First, the local educational administrators are required of having three kinds of professional knowledge and skills in educational expertise, administrative management and environmental interaction. Second, the curriculums for the cultivation of local educational administrators are suggested to be implemented by adopting the methods of case teaching and case sharing. Third, the professional certificate mechanism for the local educational administrators is recommended to be developed into three stages of short, middle and long terms.
