This study aims to develop instructional supplementary materials for senior and vocational high schools with originality, meeting guidelines of new curriculum and student-central orientation. We developed 4 instruction units for senior high schools and 4 for vocational high schools, according to the 5 main themes of marine education. The result will be published as a volume of papers and on the website to be a referent of infusing marine education into their curriculum of senior and vocational high school teachers. This study suggests that education authorities can take the following policies to promote marine education in vocational high schools: 1. Fill up teacher personnel numbers of general course in vocational high schools. 2. Provide teachers' professional development courses. 3. Integrate resources of marine education.
