The main purposes of this research are to understand the effectiveness of the reform of actualization program in senior and vocational high schools, to explore the disputes of actualization program in senior and vocational high schools, and to put forth the solving strategies and suggestions of actualization program in senior and vocational high schools. To achieve the purposes, literature review and interview will be employed. The conclusions of this research are as follows: 1. The degree of performance of the implementation of actualization program is at medium high level in senior and vocational high schools, including the show of school characteristics, the overall image, marketing and visibility, the effectiveness of open admission results. 2. The main problem is “administrators and teachers add more workload in senior and vocational high schools” after the implementation of actualization program. 3. After promoting the actualization program in senior and vocational high schools, it can build school characteristics continuously and enhance educational performance.
Suggestions for educational policy: 1. Please promote continuously advanced or fourth phase of actualization program in senior and vocational high schools. 2. Please review specifically the effectiveness of the third phase of actualization program in senior and vocational high schools. 3. Please hold the benchmarking and counseling session of high-quality senior and vocational high schools. 4. Please improve funding appropriation and application process of actualization program in senior and vocational high schools.
