This study explores Macau free education policy and its effects in terms of social and policy contents. The main purpose of this study is to reflect Macau experience and get some insight to Taiwan. Due to this is 2-year study, the starting year research focus would be more on describing Macau history and social development, especially the term from Portuguese colony to post-colony. The second year focused on ? ? ?the theme of free education policy separated launched in 1996 and 2007. In order to collect muti-dimensional materials of this issue, this paper adopted field study to enrich the content of the material. Two focus groups consisting of 25 elementary and secondary school teachers were arranged while doing the field study. ?
There four main findings based on above design: firstly, unique social-economic structure is one of the primary sources of launching free education; secondly, education authority is getting dominant comparing to the past by doing free education; thirdly, free education obviously raises up the public expectation in education; finally, still, there are many challenges in the way of delivering free education.
