Belonging to Block Ι: the Basic Research for Curriculum Development of Grade 1-9, the study is the first sub-research of the integrated research: The Study on the Systematic Picture of Curriculum Guildline of Grade 1-9. The discourse analysis, interview, and focus group are used in the study to explore the attributions and effects of Curriculum Guildline of Grade 1-9. The results indicate firstly the key factors of attributions and effects of Curriculum Guildline of Grade 1-9 are the right to learning, curriculum space and understanding. Secondly, after analyzing the strengths and weaks of attributions and effects of curriculum guildline of different countries, the study proposes to confirm the law status of Curriculum Guildline of Grade 1-9, to differenciate the policy strength, and to strengthen the awareness and generative attributions and effects of curriculum guildline of grade 1-9.
