The purpose of the research is to investigate the aspects and principles of our curriculum standards and guidelines, and also analyze competences and contents (systematic image, framework, implementation and supplement), and the final outcomes as suggestions will be the reference for curriculum guidelines in the future. The research used documentary and literature review to study curriculum, standard, educational policies starting from 1949 until now, and the research of orientation and essence of curriculum development in primary and junior high school. Furthermore, historical research, survey, periodical meeting to understand the progress of the research and interviewing scholars and specialists in curriculum were also used in the methods. The finding was dividing into three parts. First, the concepts of systematic image are spontaneity, interaction, and symbiosis as the core elements which also could represent the future curriculum visions which are joy of life, self-confidence of live, passion for learn, courage to create, wisdom of symbiosis, and aesthetic of impromptu. Second, the problems of framework are learning period of the Language Arts area crowding out other subjects, overlapping or similarity of content in life curriculum to Integrative Activities and Science and Technology to Information Technology Education, learning outcomes of Social Studies in junior high school is dissimilar with curricula in Taiwan, flexible adjusting learning periods, and increasing some fields learning period ex. English, Health and Physical Education…etc.. Final, central system (test system, teaching, teachers cultivation, and empowerment) and curriculum transmition needs to have implementation and supplement. This research is based on Grades 1-9 Curriculum Guidelines for Elementary and Junior High School Education and the suggestions were dividing into revision background, curriculum rationale, goals of curriculum, core competences, learning fields, and implementation focus. Moreover, building Resource Support and Evaluation System would help central, local, school, and teachers to reform curriculum. According to this research, there are four things needing to be accomplished in future: a) integrating relevant research papers and consisting with the ideas of systematic graphs and framework, b) making sure the framework of general guidelines and outlines/ draft, c) gathering the opinions from interviewing and focus groups discussion, d) revising the suggestions and becoming the reference to the Ministry of Education.
