An Investigation on the Planning of Consistent Curricula Framework and Implementation Principles in Different Learning Areas for Key Competencies of International Civic and Citizenship
To become a lifelong learning society, developing the key competencies is a necessary strategy to enhance competitiveness of individuals, organizations and society. In recent years, UNESCO, OECD and the European Union and other international organizations have emphasized the importance and significance of key competencies that individuals can develop the ability of knowledge, skill and attitude through lifelong learning. According to the key competencies is an international tendency, the main issue of the study is to find the structure of key competencies which are connected to the international organizations’ key competencies. In the view of the international organizations, using literature review and scholars’ consensus to integrate the key competencies, and presenting the developing strategy of key competencies. In the study, the possible difficulties are analyzed and the feasible suggestions are discussed. Based on this, the study has four specific objectives: 1. Analysis of the concepts and characteristics of the international key competencies; 2. Comparison of UNESCO, OECD and the EU proposed structure of the key competencies; 3.m Construction of the key competencies for our nation; 4. Suggestions of the key competencies of the future development in Taiwan. To achieve the above purposes, the study uses literature review, focus group interview, Delphi surveys and the field of academics and experts of the check to acquire the important conclusions and recommendations.
