International human resources training became the current trend of higher education. Most of countries had proposed to recruit foreign students and kept them to stay for serveice when they already graduated. In Southeast Asian countries, the average higher education gross enrollment rate were less than 20% for the present, so their higher education market became the target the other countries tried to compete for. The Southeast Asian countries were similar in geographic and cultural backgrounds to Taiwan, and they all had deep economic and trade interaction with us, so the Ministry of Education hoped, could root deeply into Southeast Asia as a starting point, to link the Asia-Pacific, and thus to lay out for the global. The number of Vietnamese students in Taiwan were 1,862 , that was the largest number among other Southeast Asian countries, accounting for 20.75% of the total number of students. Therefore it was necessary for us to learn more about the Vietnam’s education system.
In order to reach the international standards of advanced countries, Vietnam implemented a series of higer educational innovation activities. Especially in strengthening the capacity of manage of the administrative authority officials and school administrators, and promoting the teacher staff their moral example, their professional skill and new teaching methods. Implementation of policy, there would inevitably encountered a lot of resistance, and currently Vietnam higher education reform, from its intended target, there was still a long way to go.
