This study takes the main axis of research of School-Based Curriculum Development, Focus on the current situation of vocation senior school how to implement the curriculum guidelines to achieve the curriculums of competency oriented, collecting and induction the measures and strategies for school levels to implement the curriculum guidelines, proposing all problems of the school level to implement the curriculum guidelines, and suggested the critical factors of curriculum implementation for the vocational senior high school. In the first period of the study, the questionnaire survey was used to investigate the operational mechanism and the critical factors of curriculum implementation for the school level of the vocational senior high school. In the second period of the study, according to the result of the investigation, selecting schools for in-depth interviews, integration of the faced problem of school level in implementing the curriculum guidelines for the vocational senior high school, and proposing a feasible solution and strategy.
