Curriculum guideline plays a leading role in school education and also affects the policy orientation of national education. The policy-making involves argument and compromise of different opinions of participants, which is a complicated political process. The Guideline for the 12-Year Basic Education Curriculum had developed by National Academy for Educational Research since 2014 and will be implemented since 2019. The study will adopt critical discourse analysis, interviews and participant observation as research methods to explore the issues which are highly concerned in the development of Arts curriculum guideline for 12-Year Basic Education, to discuss the policy-making approaches and results of highly-concerned issues, to explore the social context which is related to the highly-concerned issues, and to make suggestions for the research of next curriculum guideline.
