12-year Compulsory Education Curriculum Guidelines is going to be implemented in 2019, and the new curriculum is designed with the focus on literacy. Whether teachers have sufficient understanding and knowledge on literacy-based curriculum and are willing to accept as early as possible, cooperate for implementation as well as even willing to act as change agents will be critical to the effectiveness of new curriculum performance in the future. How to use innovation diffusion theory and concerns-based model from teachers well during the time of aggressive promotion for education innovation policy, control the promotion and implementation process of education innovation policy through empirical research, and adopt proper promotion strategies for different promotion stages are important issues that need to be investigated. Based on the background mentioned above, the main purpose of the research is to explore the policy promotion for 12-year compulsory education literacy-based curriculum and analyze the key components during policy promotion process of the new curriculum guidelines though innovation diffusion theory structure. The next is to monitor the status of attention to new curriculum guidelines from teachers through concerns-based model in order to provide concrete suggestions for the follow-up promotion strategies. To achieve the research purpose above, the research proposes a two-year plan to extensively collect the opinions from educational administrative personnel, experts and scholars, principals and teachers through the research methods of questionnaire, personal in-depth interview, and focus group seminars as well as comprehensively analyze qualitative and quantitative data to actually find out the policy promotion process and effective strategies for future promotion of 2-year compulsory education literacy-based curriculum.
