In response to the policy blueprint of Taiwan’s Ministry of Education, the objective of this integrated project was to help Taiwanese universities in developing into unique world-class universities. To achieve this macroscopic vision, the strategic planning was based on the following two dimensions: (a) increasing institution quality and (b) enhancing workforce quality. For the first dimension, two subprojects were proposed with topics of “cross-border quality assurance” and “university classification” to facilitate improving the higher education quality in Taiwan to be compatible with that in countries worldwide and to continuously increase the international visibility of Taiwanese universities. Regarding the second dimension, countries were facing increasingly competition for talents in this era of knowledge economy. Therefore, to help Taiwanese universities to effectively foster, retain, and recruit talents, thereby cultivating local academic human resources, this integrated project based on the topics of “global youth mobility” and “aggregation of academic talents”. Based on the research findings and conclusions, this integrated project has provided some practical implications and suggestions for the governmental administration.
