Digital textbooks are seen as the inevitable product of digital learning, government in order to ensure the quality of digital textbooks, reviewing of digital textbooks is an inevitable trend. This study adopts documentary research to search the literature of digital textbooks, using focus group interview method have an interview with industry, government, academic, research representatives. Expected to take compared and explored the development of digital textbooks with the current situation and problems in Taiwan and in foreign countries, explore the design principles and construction of evaluation criteria of digital textbooks. This study was obtained following conclusions: 1. Digital textbooks is been registering in a role of instructional aid. 2. Doing reviewing of digital textbooks after clear define the digital textbooks. 3. Government should increase and improve the school network hardware construction, to create a digital learning environment. As well as recommendation for Education Policies: 1. Formulating the official documents and mechanisms of the digital textbooks reviewed and approved as soon as possible. 2. Completed planning and building of the requirement of hardware and software for digital textbooks. 3. Sustained do the empirical studies for digital textbooks.
