摘要

  本研究在總計畫「我國高等教育產業國際化之研究」的架構下,旨在探討我國高等技職教育輸出策略。本研究以文獻分析與比較研究為基礎,歸納主要國家推動教育輸出對我國的啟示,透過二次專家焦點座談及訪談五位學者,針對我國政府及技專校院推動高等技職教育輸出之相關策略,據以分析、歸納並進行綜合分析與討論,依此提出本研究之結論略以:政府重視技職教育輸出政策,且持續推動成長;我國高等技職教育已有相關策略,惟仍有改善空間;國外教育輸出之相關策略,可供我國擴大辦理的借鑑與省思。

  依此結論,對教育部建議:成立跨部會的溝通協調平台,提高教育輸出的辦理格局;建立政策延續機制,獎勵績優辦理學校;整合府資源,重點支持教育輸出領域;檢修相關法規,鬆綁境外學生習措施;營造溫馨友善環境,符應境外生學習需求;明確教育輸出作為,活化利多配套。對技專校院建議:成立推動委員會,自我評估辦理條件;型塑學校特色,訂定發展計畫;整合校內外資源,加強境外生招生宣傳;檢討國際化環境,強化友善校園;規劃推動策略,積極付諸行動;設立境外生獎學金,簽訂境外合作據點。本研究並對未來研究提出相關建議,以呼籲各界持續重視教育輸出的發展與成效。

英文摘要

  This study was part of a research project, entitled “The study of the internationalization of the higher education industry in Taiwan.” The purpose of this study was to explore the strategies which were related to the export of the industry of the higher education in technical and vocational training. By analyzing related literatures, comparing educational systems, integrating the export strategies of the education industry from experienced countries, and conducting two focus group interviews and five individual interviews with experts, this study revealed that 1) Taiwanese governments do think highly on the export policies of the higher education in technical and vocational training and continually promoting these policies; 2) There have related strategies for the export of technical and vocational education but there still have rooms to improve these strategies; 3) the export strategies of education industry used by other experienced countries were helpful for us to expand and modify our current export policies.

  Several suggestions were proposed based on the findings of this study. Suggestions for the Ministry of Education included: 1) build a platform for cross-ministry communication; 2) enhance the level of organization which dealing with the export of higher education; 3) establish a mechanism to keep working on the export policies; 4) reward schools which perform excellent in the export of education; 5) integrate government resources and support domains which achieve global standards; 6) examine related regulations and loose policies of learning programs for international students; 7) build a friendly living and learning environment for international students; 8) specify the direction of education export and activate beneficial coordinated sets of measures.

  Suggestions for schools included: 1) form a committee to evaluate school policies of education export; 2) make a plan for the development of individual domains with uniqueness and attractiveness; 3) integrate resources inside and outside the schools, and strengthen the mechanism for the recruitment of international students; 4) examine the degree of internationalization on campus and make the campus friendly for international students; 5) work actively on the promoting policies and the execution of these policies; 6) award scholarship to international students; 7) sign bilateral education treaties and set offices in other countries to deal with education affairs. Suggestions for future research were provided at the end of this study in order to appeal to all sectors of the community to keep focusing on the development and achievement of the export of the higher education industry.
